俄罗斯 (RUSSIA) 认证

俄罗斯出台第1667号新政府公告

根据俄罗斯政府于2025年10月27日颁布的第1667号决议，自2026年3月1日起，所有销售电子产品（包括智能手机、笔记本电脑、平板电脑、健身追踪器等）线上平台经营者，须向消费者提供设备通信标准符合性证明文件。

自2026年3月1日起，若销售未附带通信证书及申报文件电子设备，相关网站将被封禁。

Russia has issued new Government Resolution No. 1667

According to a new government resolution (No. 1667 of October 27, 2025), starting March 1, 2026, owners of online resources selling electronics (smartphones, laptops, tablets, fitness trackers, etc.) will be required to provide consumers with documents confirming the equipment's compliance with communications standards.

Selling gadgets without communications certificates and declarations will result in websites being blocked starting March 1, 2026.

 

马来西亚 (MALAYSIA) 认证

马来西亚MCMC取消授权UWB 3300-3400MHz频段

马来西亚通信与多媒体委员会于2026年2月11日发布通知，将取消超宽带UWB通信设备3400-3700MHz频段分配许可。自2026年4月1日起，UWB设备将不再允许开放3300-3400MHz频段。

Malaysia MCMC Cancels UWB Use of 3300-3400 MHz Band

The Malaysian Communications and Multimedia Commission MCMC issued a notice on February 11, 2026, cancelling the class assignment for UWB communication devices operating in the 3300-3400 MHz frequency band. Starting April 1, 2026, UWB devices will no longer be permitted to operate in the 3300-3400 MHz band.

 

新加坡 (SINGAPORE) 认证

新加坡IMDA发布蜂窝移动终端技术规范

新加坡信息通信媒体发展局IMDA于2026年3月6日发布了蜂窝移动终端技术规范《IMDA TS CMT第1版第四次修订》。技术规范更新内容包括：自2026年12月31日起，移动终端必须默认禁用2G功能；自2026年4月1日起，移动终端必须支持紧急蜂窝广播功能。若设备在上述日期前已达到产品使用期限，则不适用上述要求。

Singapore IMDA Publishes Cellular Mobile Terminal Technical Specification

The Infocomm Media Development Authority (IMDA) in Singapore has published the Technical Specification for Cellular Mobile Terminal (IMDA TS CMT Issue 1 Rev 4) on March 6, 2026. Updates to the Technical Specification include: Mobile handsets must have 2G disabled by default starting December 31, 2026, and Mobile handsets must have emergency cell broadcast starting April 1, 2026. Devices that reach End of Life (EOL) prior to the dates above are excluded from the requirements above.

 

印尼 (INDONESIA) 认证

印尼SAR法规更新

针对以往可使用SAR信函（“SUKET”）进行证书注册条例，自2026年4月1日起，SAR信函将不再被认可。申请人须待SAR检测完成并由当地实验室出具检测报告后方可递交证书注册。

这一变化将直接导致未来项目认证等待时间延长（仅SAR测试需约2个月）。目前仅有一家官方实验室可进行SAR测试。测试时长无法保证，将取决于实际排队情况。

Update on SAR (Specific Absorption Rate) regulations in Indonesia

Based on the policy issued by DJID regarding the use of SAR letters (we call it "SUKET") for certificate registration, starting April 1, 2026, SAR letters can no longer be used for DJID certificate registration. Applicants must wait until SAR testing is completed and a test report is issued by the local laboratory.

The impact of this change is an increase in certification waiting time (approximately 2 months for SAR testing only). Currently, only one official DJID laboratory can perform SAR testing. The test duration cannot be guaranteed and will depend on the queue.

印度电信部发布5925-6425MHz频段合规要求

印度电信部DoT于2026年3月6日发布通知，根据新修订监管框架制定设备启用5925-6425MHz频段合规要求。该通告针对持有有效ETA证书相关方提出说明：对于仅在2.4-2.4835GHz和/或5GHz频段获得认证、但具备5925-6425MHz频段运行设备，需完成启用该频段所需的强制性认证。所有强制性认证步骤须在2026年4月5日前完成。除非设备获得新的ETA证书授权，否则严禁启用、激活或使用5925-6425MHz频段。

India DoT Issues Requirements for Enabling 5925-6425 MHz Band

The Department of Telecommunications (DoT) of India issued a notification on March 6, 2026, on the Compliance Requirements for Enabling 5925-6425 MHz Band under the Revised Regulatory Framework. The notification informs stakeholders who have valid ETA certificates for devices that are able to operate in the 5925-6425 MHz band but only certified for operation in the 2.4-2.4835 GHz and/or 5 GHz bands of the mandatory steps that need to be taken to enable the 5925-6425 MHz band. The mandatory steps must be completed by April 5, 2026. The 5925-6425 MHz band must not be enabled, activated, or put into use unless a new ETA certificate authorization the band has been granted.

新安全标准将取代IS 13252 (Part 1):2010及IS 616:2017标准，为音视频设备、信息技术设备及通信技术设备引入统一安全框架。

关键要点：

• IS/IEC 62368-1:2023标准将取代现行安全标准IS 13252 (Part 1):2010及IS 616:2017，适用于多数CRS产品类别。

• 该过渡条款适用于多种设备，包括笔记本电脑、电视机、移动电话、打印机、闭路电视设备、扬声器、摄像机、POS终端及其他电子产品。

• 新规同步运行阶段制造商可在过渡期内继续根据先前标准对产品进行认证。

• 全面实施截止日期为2028年11月1日，此后将不再接受旧标准。

• 现有认证持有者需提交BIS认可实验室核发之更新版本测试报告，以证明其符合新标准要求。

India BIS Draft Guidelines Outline Migration To IS/IEC 62368-1:2023 Under CRS

India’s Ministry of Electronics and Information Technology (MeitY) and the Bureau of Indian Standards (BIS) have released implementation guidelines for the migration to IS/IEC 62368-1:2023 under the Compulsory Registration Scheme (CRS).

The updated safety standard replaces IS 13252 (Part 1):2010 and IS 616:2017, introducing a unified hazard-based safety framework for audio/video, information technology, and communication technology equipment.

Key Points：

• IS/IEC 62368-1:2023 will replace the existing safety standards IS 13252 (Part 1):2010 and IS 616:2017 for many CRS product categories.

• The transition applies to a wide range of devices including laptops, televisions, mobile phones, printers, CCTV equipment, speakers, cameras, POS terminals, and other electronic products.

• A concurrent running period allows manufacturers to continue certifying products under the previous standards during the transition phase.

• Full implementation deadline: November 1, 2028, after which the previous standards will no longer be accepted for CRS certification.

• Existing license holders will need to submit updated test reports from BIS-recognized laboratories demonstrating compliance with the new standard.

 

阿根廷 (ARGENTINA) 认证

阿根廷ENACOM引入认证新框架

阿根廷国家通信实体ENACOM于2026年2月26日颁布第57/2026号决议，该决议废止第729/1980号旧决议，对符合性评估及认证程序作出多项结构性调整，新规将于2026年9月1日起生效。

关键变更聚焦：

• 引入第三方认证模式

合格证书将由认可授权认证机构颁发，该机构必须：

• 在阿根廷本地设立机构

• 获得阿根廷认证机构OAA认证

• 符合IRAM ISO/IEC17065标准要求

• 国家测试实验室硬性要求

实验室须在法规生效后两年内根据IRAM ISO/IEC17025标准获得OAA资质认证。

• 系列认证已获正式认可。

新规正式采纳系列型式认证机制，允许将多个相似型号纳入单一ENACOM型式认可证书。

• 认证方案与持续性监管

根据设备分类，检测要求存在差异：

• A类：遵循ISO/IEC 17067方案2类型，包括初始实验室检测及每两年一次的持续市场监管。

• B类：遵循ISO/IEC 17067方案1a类型，仅需进行初始实验室检测。

• 过渡期

• 现行ENACOM审批流程有效期至2026年8月31日。

• 现有ENACOM证书有效期将延长三年。

• 旧认证框架体系下已获证之产品必须在2029年2月26日前按新决议重新获得认证。

New ENACOM Homologation Framework in Argentina(Resolution No. 57/2026)

Argentina’s National Communications Entity (ENACOM) has published Resolution No. 57/2026 on February 26, 2026, effective September 1, 2026.the resolution revokes Resolution 729/1980 and introduces several structural changes to the conformity assessment and homologation process.

Key Changes：

• Accredited Third-Party Certification Bodies

Certificates of Conformity will be issued by accredited certification bodies that must:

• Be locally established in Argentina

• Be accredited by the OAA (Organismo Argentino de Acreditación)

• Comply with IRAM ISO/IEC 17065 requirements

• National Test Laboratories

National laboratories must obtain OAA accreditation according to IRAM ISO/IEC 17025 within two years after the regulation enters into force.

• Family Approvals

Family Model Approvals Now Accepted.the new regulation formally accepts the concept of family approvals, allowing multiple similar models to be included under a single ENACOM Homologation Certificate.

• Testing Schemes and Ongoing Surveillance

Testing requirements differ depending on equipment classification:

• Class A: Follows ISO/IEC 17067 Scheme Type 2. This includes initial laboratory testing and ongoing market surveillance every two years.

• Class B: Follows ISO/IEC 17067 Scheme Type 1a, requiring initial laboratory testing only.

• Transition Period

• The current ENACOM approval process remains valid until August 31, 2026.

• Existing ENACOM certificates will receive a three-year validity extension.

• Products certified under the previous framework must be recertified under Resolution 57/2026 by February 26, 2029.
