The Comisión Nacional de Telecomunicaciones (CONATEL) in Honduras published NR003/2026 on September 2, 2026. This regulation modifies the National Frequency Allocation Plan (PNAF), which includes the update that WLAN devices may operate in the upper 6 GHz frequency band (5925-7125 MHz).

Sri Lanka TRCSL Requires Type Approval and IMEI Requests Through ECS

The Telecommunications Regulatory Commission of Sri Lanka (TRCSL) announced that the manual process for type approval, mobile phone clearance, and Short-Range Device (SRD) clearance requests will be discontinued on September 30, 2026. Starting October 1, 2026, all requests for type approval, IMEI, and non-IMEI device clearance must go through the Equipment Clearance System (ECS).

The Syrian Telecommunications & Post Regulatory Authority (SY-TPRA) issued a press release announcing that starting October 1, 2026, SY-TPRA will not grant import permits for devices that solely operate on only 2G and/or 3G networks.

 

阿根廷 (ARGENTINA) 认证

阿根廷推迟RAMATEL认证方案实施计划

阿根廷ENACOM于2026年8月28日发布第843/2026号决议，修订第57/2026号决议，并将新RAMATEL认证方案的实施日期推迟至2026年12月1日。该新框架原定于2026年9月1日生效，现改为2026年12月1日生效。在此之前，根据第729/80号决议制定的现有认证程序仍有效，制造商及申请人可继续依据现行程序办理认证申请。制造商在规划后续阿根廷认证事宜时，应注意修订后实施日期，以筹备自2026年12月1日起符合新RAMATEL要求。

Argentina has postponed the implementation of the RAMATEL certification scheme

The new framework, originally scheduled to take effect on 1 September 2026, will now become effective on 1 December 2026. Until then, the existing homologation procedure under Resolution 729/80 remains in force, allowing manufacturers and applicants to continue submitting and processing approvals under the current procedure.

Manufacturers should take note of the revised implementation date when planning upcoming Argentina approvals and prepare for transition to the new RAMATEL requirements from 1 December 2026.

巴西ANATEL推出CERTIFICA平台及OCD授权要求

ANATEL将于2026年8月31日起，用全新平台CERTIFICA取代现有产品认证申报及证书颁发系统。根据新流程，当地代表的法定代表人须首先通过其SEI外部用户账号授权指定OCD，之后方可向ANATEL提交认证申请。此项授权是所有新申报在CERTIFICA系统中必须满足的前提条件。

Brazil ANATEL Launches CERTIFICA Platform and New OCD Authorization Requirement

ANATEL will replace its current product homologation submission and certificate issuance system with a new platform, CERTIFICA, effective 31 August 2026. Under the new process, the Local Representative's legal representative must first authorize the designated OCD (Designated Certification Body) through their SEI External User account before the homologation application can be submitted to ANATEL. This authorization is a mandatory prerequisite for all new submissions in the CERTIFICA system.

• Existing and new Local Representatives must ensure their legal representative has an active SEI External User account.
• Authorization of the OCD must be completed before the homologation filing can proceed.
• The authorization is a one-time action and remains effective until revoked or modified.

黎巴嫩 (LEBANON) 认证

黎巴嫩电信监管局TRA就基于制造商的型式批准证书作出说明

黎巴嫩电信监管局TRA已明确，以制造商名义颁发的型式认可证书可由所有进口相同获批产品的进口商使用。

2026年9月2日，TRA发布通知TRA/PRE/327-020926，就其针对电信设备实施的型式认证程序作出说明。

根据公告，型式认证申请必须以制造商名义提交；申请可由制造商直接提交，或由其授权代表代为提交。相应的型式认证证书将以制造商名义针对特定获批型号或产品颁发。

一旦证书颁发，所有进口相同获批产品的进口商均可沿用同一型式认证证书，前提是所进口的设备与有效证书涵盖的型号及技术规格相符。

本澄清适用于以独立设备、其他产品中的嵌入式组件或相应备件形式进口的电信设备，只要其属于相关型式认证的范围。

Lebanon TRA Clarifies Manufacturer-Based Type Approval Certificates

The Lebanese Telecommunications Regulatory Authority (TRA) has clarified that Type Approval Certificates issued in the manufacturer’s name may be used by all importers of the identical approved product.On September 2, 2026, the TRA issued Notification TRA/PRE/327-020926 clarifying its Type Approval procedure for telecom-enabled equipment.

Under the clarification, Type Approval applications must be submitted in the name of the manufacturer. The application may be filed directly by the manufacturer or through an authorized representative acting on its behalf. The corresponding Type Approval Certificate is issued in the manufacturer’s name for the specific approved model or product.

Once a certificate has been issued, all importers bringing the identical approved product into Lebanon may rely on the same Type Approval. Separate importer-specific certificates are not required, provided that the imported equipment corresponds to the model and technical specifications covered by the valid certificate.

The clarification applies to telecom-enabled equipment imported as a standalone device, an embedded component in another product, or a corresponding spare part, insofar as it is covered by the relevant Type Approval.
